The Mackenzie Valley Fibre Link (MVFL) is a multi-million-dollar infrastructure project of the Government of Northwest Territories (GNWT). For the realization of the MVFL Project the GNWT has contracted Northern Lights General Partnership (NLGP) – a joint venture of Ledcor and Northwestel.
NLGP was selected by the GNWT to implement a Private Public Partnership (P3) contract, with a contract life of 20 years from the initial in service date. Under this arrangement, GNWT is responsible for specifying the overall requirements of the MVFL Project, retains ownership of the MVFL infrastructure, and sets the primary business parameters, including overall pricing structures. NLGP is in charge to design, build, finance, operate and maintain the MVFL.
